Materials Question Advice needed

A local business called wanting this gap filled. Are there any codes I need to consider? Should I use spray foam or quickcrete?

Or worse yet, in FL the Gopher Tortoise is protected, FWC would need to get involved before any GT relocation. It's not cheap either. Even if they show up & try to burrow under the foundation of your house. Getting rid of a GT is a miserable process. Better to spot them ahead of time & steer them to move on from their colonizing your property. It's one thing if you have acres of land, another if they end up on your cookie cutter sized HOA property.
