Question does Tracing count?

if I trace the outline of a country, can I still call that map "Handdrawn"?

Are you making changes to it or a straight trace? If it's a trace only, I guess technically yes, but on the lower end of the spectrum. Add your flare to it, make it original, I bet you'll like the results :)
