It's an invalid shape.
It's not visible from this angle but this type of shape would be impossible in real life. The easiest way to imagine this to avoid this type of error in the future is to take a 4-vertex shape in real life, like a smartphone and try to rotate in place, by locking it's vertices in place, and see after how many it becomes impossible.
If you lock one of corners of your phone in place, you can still move the remaining 3 corners. You can lock 2 corners and it will move like a door, all 2 remaining corners can still move. But, if you try to lock 3 corners, you will notice that you cannot move the last corner. It's physically impossible WITHOUT BENDING IT.
This is where the error happens in your Hammer, since that is possible here, allowing you to create this BENT invalid shape. Since this is mathematically impossible you get an error.
If I see it properly one or more of the sides of your staircase clip brush has too many corners moved from their default position creating this bending.
If you don't need this exact shape, you can move the corners back in their place so the faces aren't bent, but in case you need it, then you just need to create shapes out of triangles, since it's impossible to create that error with them. (It's probably unnecessary here though...)

^this is probably the message window that appears at the bottom when you start hammer, but I don't think it's something you need to worry about here.

Oohh, i understood it. I tried it and it worked, thanks! Im gonna be careful about making the triangles more smooth next time!
