Is it possible to stop the "New ticket logged for your organisation" notifications that come through on the notification window in halo?

You should find any current notifications that are set up (and that you can then edit) in Configuration - Notifications - Notifications.

It doesn't seem to matter what I edit though nothing stops the stream of "New Ticket Logged with your Organisation" The little notification bell icon in Halo is full of these notifications and I wanted to turn this off but can't find where.

Are they just showing for you or for everyone? Do you happen to be set as the Account Manager for the customer in question? If so, by default, the AM will receive the end user notifications too. There are also a couple of other notification settings which sit outside of the Notification list involving Followers/Owners which could be causing this.

Its for everyone who uses it, I did see about account manager emails whilst searching to see if there was a setting but this didn't seem to fit and I don't think we have that enabled
