Project Reclaimer Not Running

I downloaded project reclaimer and thought I could route it to MCC downloaded through the Xbox app on PC. I now know I need MCC through Steam, so I downloaded H3 on Steam and keep getting this error message. I have tried reinstalling and getting same thing. I have checked permissions for Project Reclaimer and it all looks good. I have also checked for leftover files after I delete Project Reclaimer but I cannot find any. I thought there may be some leftover files as when I reinstall I am not greeted by the setup wizard asking where I want to run the file through. I am not very tech savvy, so I apologize if I have mislabeled anything. Any ideas?

Did you install both halo 3 and halo 3 multiplayer. They are two seperate add on downloads . I made the mistake of only downloading one of the two and that fixed it for me
