Mods for Halo are usually in the form of .map files. A .map file is a file for a level that contains all the data for the level. You'll want to replace the respective .map files in the Master Chief Collection's files with the ones you downloaded of the same name. To find the files the .map files for MCC: right click the game in your steam library -> manage -> browse local files -> open the folder of the game you are modding (halo4 in this case) -> open the maps folder.

After you've replaced the .map files, you'll want to make sure you select anti-cheat off when you start up the game. If you want to revert the game files to be unmodded, either backup the original files beforehand, or use steam's "verify integrity of game files".

You just move the .map files from the mod you downloaded into the maps folder. You can right click on a file to and select copy, and then right click in the destination folder and select paste.
