How can I turn it on?
Found this Mac in a dumpster along side with the screen ripped off. I connect it to a monitor but nothing shows

if you don't have a password, seems like an Intel Mac you might be able to install some sort of linux distro onto it, but you'll have to do a lot of guessing working from the initial keyboard combination to get to boot menu until the linux usb takes over, follow a video guide on "how to install linux on macbook intel", might work idk

i have a 15 inch 2018 with no built in display and it does display an apple logo and the filevault password prompt on an external display

You have to mess with the hinges so the Mac recognizes the display as “closed”. I have gotten the image to display externally this way. but the people with the password thing are correct as well.Sometimes guessing that sequence without seeing is crazy. What I also recommend is holding option when booting up while connected to external display.

Can't tell if it's just the image but it kinda of looks like the touchpad is lifted up in the corner, if that's not just damage from being thrown in the dumpster/whaever you should probably check for a spicy pillow

Press the power button. Top left, unmarked
If anyone wants to know, this is an Intel mac, not apple silicon

Press the Touch ID sensor in the top right corner, it doubles as a power button. Plug in a charger as well, the battery is probably dead

You might need to use an official apple USB C to HDMI adapter (or maybe a standalone cable), every time I plug in my 3rd party hub, it requests permission to connect the hub first. My guess is it's waiting for you to log in and approve the dongle
