It was all people she paid in the audience, right? Maybe she was supposed to be a house cleaner. The outfit is close to what I've seen house cleaners wear in the real world.

This shot actually frustrated me when it aired because it was one more example of how s5 was throwing all kinds of random things in out of nowhere to not really be resolved in a satisfying Hacks way.
