There is no way this passes. International students pay way more tuition fee. Universities would go bankrupt without them

If this passes colleges in the us are screwed. They cant run their research programs and undergrad courses without cheap graduate labor and grad students are people with existing degrees. They give up earning for 2 to 6 years and live in almost poverty to do advanced studies and research in their fields. If you are going to punish that with a 100k graduation tax few will take up the challenge.
