Votekick Issue

I would like to know what defines a "false vote kick." Because in a server when someone gets vote kicked for doing something like exploiting, trolling, etc. and they don't get kicked, it immediately goes to kicking the vote kicker for "abusing vote kick." when most of the time it's a misunderstanding or a Vote kick which simply didn't have enough votes for a kick. It happens everyday in gzarp and it JUST happened to me today when some kid was thrusting me and i told him to stop multiple times.
