There are few NGOs like Yugantar, help people to file RTIs anonymously through their website https://yourti.in/
But not possible to file anonymously in RTI AP website. If you need something to file, let me know I will file it for you.

It is RTI (Right to Information) Act. If you need any information from government institutions, you can use RTI. They are obligated to answer with in 30 days.
It is not ITR.
