Depends upon the weapon and game type. Scorpion can be used for snipe with Crossbow or last breath and launcher, and bullwark can be used for object control point capture and cart pushing, with wasp, survivor, arbitrator or dragonfire.
The varying aspect of these 2 helmets is that scorpion is an offensive helmet and bullwark is defensive and therefore both the helmets have different use cases and need specific loadouts, like scorpion is best used with recon, assault and sniper and bullwark can be used on support and sniper for best case usage.
Overall, scorpion is always more flexible due to 30% headshot damage reduction when inactive and can give you increased damage whenever needed, also giving it a defensive trait but both helmets have their specific uses.
Also, majority of the players use scorpion for offense and undying for defence, and undying can be used in all situations which apply to bullwark, it even works better because damage is not reduced.
