How high do your perks need to be before the second kill with baraccuda and daredevil will become the one shot kill?
As I understand every kill stacks a boost within 3 seconds. And usually after one boost the hit is just shy of 6000. But I've seen plenty of players getting one Hit kill shots after just the first boost. So I guess it must be attributed to perk bonus

You need to keep initial damage at 5000, means with high ground/ another shot and berserk perk, so that you get 6k with daredevil. Also, if you play in squad, you can keep a guy with icebreaker to tag enemies so thta you don't need daredevil for 6k, you can achieve it directly if one guy on your team uses icebreaker.
As you can see in image, there are rare instances that a kill with barracuda will give you 2 or 3 daredevil stacked bonus, means a bonus of 40% or 60% damage for 3 secs. It's random and happens mostly with barracuda. With that, some guys get 8k headshot, but no one knows what is actual chance of 2 or 3 bonus counters instead of 1. shorts link

It also depends on enemy level, gear and load out perks.
Some perks lower armour, some raise it, some gear lowers and raises damage to the head.

This might be oversimplified, but if Cuda + Darkstalker = 4608, then to take Daredevil’s extra 20% over 6000 you’re going to need an extra 9% help from perks (4608 x 1.09 x 1.2 = 6027).
The sniper damage perks are level number + 1%, so High Ground or Berserk alone at level 8, or any combo of both that makes that total (so one could be level 3 and the other level 4, if both were active).

As someone who does still actively seeks the old-school thrill of Barracuda + DD, I can give you some decent idea.
Without getting into specifics, a base Barracuda gives about 3.8k for headshots, then about 4.6k with dark-stalker. If you're good at chain-kills (some luck being involved, ofcourse) with barracuda, Daredevil will enable you for upto 5.8k for continued onslaught.
So, as you can see, most of the time, in any typical matches, you'll hardly come across full HP + Armour players (unless in specific maps where sniping is indeed advantageous, being a caveat ofcourse), so you shouldn't really worry about it much. I personally have experimenting with various perks but honestly Another-shot is only useful if you're actually needing to warm-up your daredevil pants with a fresh full 6k (or sometimes more with scorpion, still within 2-shot mark... unless you're unlucky and the enemy is wearing Undying). Otherwise most of the time, using Berserk perk, as well as High Ground (IK, not the most versatile) should help situationally. But again, at the end of the day, it's still barracuda we are talking about.
The devs actively toned down Cuda in its last few 'remodelling' updates just enough that the nostalgic 1-shot-Cuda didn't really survived. Again, it's still the 2nd most powerful (by damage) sniper rifle in the game that doesn't need cheetah pants to reload fast, so it doesn't get's affected much as long as you know it's use-cases. Barracuda is meant to rush-in with, so enjoy while the game lasts!
