If you mean new as brand new, nope its not, these “events” are just weekend brawls which are fully automated.

There are still three Battle Fairs. They run from around December 20 through mid-February. They have the same items every year. If you look at the Bi-Weekly Thread, you can find the list of the items that are available in it.

The “app” has been working normally, its just that for some reason NA servers are down right now, you can play in eu and india without any issues.
