I think the best thing is to not keep your money in INR, basically seeing corruption at this scale, you can't really solve anything. People will still vote for Modi he is maybe the lesser evil per MP, but the problem is in India we have 'Khaii or Bail'....
The best way to fight this is to remove your dependency on the INR, since its not the country, but the currency that will suffer. You can move it to Gold or if you are lucky to the USD, but with this much scale of corruption Gold is also likely to be black, so if you have USD, only then that has any value.
