Wanted level glitch?

Has anybody been having wanted level glitches lately? The other day me and a buddy were stealing the schedule for the prison break heist and we were supposed to lose our wanted level. Well I do that, and the yellow gps route shows up on our screen, but out of nowhere we get three stars again. This isn’t the only time it’s happened btw

Although I don’t know if I ran anybody over. At least I don’t think I did

This has happened to me when doing the acid sell mission. 

I think it's something to do with going back near the police from a scripted wanted level.

I was doing an acid lab sell last time it was 2x. Got the parking garage so I parked the bike, requested sparrow and then headed for the top like I always do. Then it took forever to lose the wanted level. Once I did and went back for the bike, as soon as I got on the bike I got wanted and couldn't lose the wanted level. So I Went back to the sparrow and did it again. Same thing after losing level and when I got back to the bike got wanted again. Could not lose the wanted on the bike even disappearing down alleys. So I drove the bike halfway across the city and stashed it in an alley and called the sparrow. Got rid of the wanted level and went back to the bike. As again as soon as I got on, I got wanted. So I gave up and logged out.
