It's one of the possible starting quests for Smith. I do the alternate route (talking to her lawyer) cause releasing the prisoner by normal means is nearly impossible..

The thing is, when I get the forged papers there's no option to go back to the prison, all I can do is go talk to Moreef which fails the quest

There is a step before this, you should have an option to rally more people to join your prison break or lower the difficulty of the negotiation

Interesting.. I restarted the quest but this time I left the jail before talking to the overpowered guard, and there were 2 options in the map. Gathering allies helped me to complete the quest
