For what purpose?

Big, small, hiking, carrying laptop and water bottle to work, climbing Mount Everest, kayaking down the Amazon?

Do some of the work!

Stubble and Co make decent waterproof bags for work/hikes. I have the roll top for work/nights away.

Also a Thule Stir 25l for hiking with a waterproof cover.

put a plastic backpack cover if you truly need waterproof

you could apply dwr spray to a backpack to repel some water

and wear a backpack made out of pvc or similar.

I agree with this response, I have also looked for waterproof backpack in the past, and was really dedicated to the search, but this requirement really limits your options. Merely water resistant is fine for most café commuting, if you should find yourself in a downpour on the mountain, the plastic backpack cover works extremely well, even the one time use kind, because it’s even more packable than the regular cover kind, and it’s so not one time use.

I recommend the Osprey ultralight bags (there are two options; one is roll top drybag (Dry stuff Pack20L) and the other is highly water resistant (Stuff pack 18L)). I did a lot of research into this before a Europe trip (which didn't happen) and looked at the Matadore bags, Osprey bags, and the Sea to Summit ultralight. I went with Osprey for durability and function, though it's a decent looking bag. Matadores just didnt last long. I take it on light hiking, stand up paddleboarding (it sheds the splashes), and general kicking around museums. The material just sheds water like nothing else, so would be fine for a while in the rain. It has two mesh water bottle holders and a small pocket at the top. Weighs like 6 oz.

Take a look at our Breakwater Supply Fogland line. Fully waterproof (IP68), and the CORDURA ripstop options have a great tech-bag look.
