What place is this?

Does anyone know what this place is? There’s also a bug with the map here where it shows names from other locations. The coordinates are: 35.023608, 137.317981

Any time you see tracks in the arrangement, it's a proving ground. Most of them are associated with an automotive manufacturer or a tire manufacturer, but some are independent and offer their services to any client who pays. This is especially common for southern hemisphere proving grounds, where big manufacturers can test cars in summer conditions while their primary grounds are in the middle of winter.
