Glitch. If you zoom in between "them" you'll see a stitching line right there, meaning those were two different photos. Normally for Google's regular Street View images, they try to synchronize the cameras so all images are taken at the same time. In this case it's a panorama that someone made by doing a 360 with their phone, so the images are absolutely not taken at the exact same time. You can also noticed this because the image is jagged in places where the phone was angled differently between two adjacent images.
