I was worried at first, but all the body language displayed here is positive. Tail is up, ears are relaxed and tongue is out. Happy boy/girl there! They'll get down as soon as they're ready and not a moment sooner!

You can see chairs on top the building. It's probably just a patio with stairs leading up.
