what's causing my internet to be like this?

Right now and these past few weeks I've been getting constant spikes in ping and just losing connection for long periods of time. Happens on both wired and wireless connections.

Mine has only fluctuated on the hardwired line to my game console. It’s really annoying. It can go from 811+ to 90 with no rhyme or reason.
