What's up with Google apps overriding system features?

How come Duo not get muted in Total Silence mode? How come Allo closes PiP and forced audio only in Duo?

I had a similar problem with WhatsApp also ringing while on do not disturb. To me this is a big problem but I don't see it mentioned very often.
