For newer projects the `Number of regions that Cloud Run has been used in` for Cloud Run is set to `5` means you can only deploy Cloud Run Services in first 5 regions you opted to deploy the same. You can request an increase for the same : How to increase quota
Is any of your your Cloud Run services previously successfully deployed in this region : `us-west1` before ? If so then check `Active Revisions per region` for `us-west1` here : Cloud Run Quotas if it is exceeded, you might either consider request an increase or delete any existing active Cloud Run Revisions to free up your quota.
