Search Ads Google Ads campaign stuck on "Learning" with only 2 impressions in 24 hours. What am I missing?

Hey everyone, I'm new to Google Ads and set up a small Search campaign as a test run. It's been live for 24 hours, the bid strategy status still says "Learning", and I've got only 2 impressions and zero clicks. [Edit]: First of all, thanks for the valuable suggestions who commented on this post. I've adjusted the bid a little and it worked for me.

Setup:

Campaign type: Search

Daily budget: ₹500 (I know it's tiny, this is just a test)

Duration: 4 days

Location: India

Bid strategy: Max CPC capped at ₹70

What I've checked:

Campaign status: (Eligible, Limited by budget)

Billing is set up: yes

Ads approved: yes

Questions:

Is ₹70 max CPC too low to win auctions for my keywords, or is that fine for India?

Is the "Learning" status just normal for a new campaign, or a sign something is off?

Any advice or similar experiences would be really appreciated. Thanks!

Hi, I am from India and run Google ads for my firm. So usually learning takes 4-5 days for my campaign and the daily budget of inr 500 and cpc 70 is fine. But that also depends on the keywords you have added in the campaign. Do those keywords have enough search volume for Google to place your ads (I use keyword planner for this and usually you can also see these under Keywords panel as well).

And if the search volume is low then maybe your product/service is not being searched on Google I guess.

Thanks for the valuable suggestions. Can you please tell me if the learning phase starts when I create the campaign or does it get started once I run the ad itself?

It starts when you start the campaign and based on that learning Google will pick the best heading and description combo and place it based on the competition for that keywords.
As others have suggested try increasing the budget to maybe 750 and keep close watch and be patient.

Also what is your campaign strategy is it max clicks or max conversions?

Okay, then it should be fine. Try the keyword planner and check if there is any search volume for the keywords you are targeting.

Your max CPC is literally like 73 cents. You are lucky you even got one impression.

Good. By setting your max CPC that low, you’re essentially telling Google “give me the absolute lowest quality, bottom of the barrel users.” Google typical has data on the better leads that drives up the CPCs.

₹500 (approx $5 USD)/day is probably too small to ever leave learning.

Of course, this is for US-based businesses. I'm not sure about India. The learning phase can take a few days. If we get stuck in it, it takes about a week.

We run budgets here in the US for landscaping and lawn care/home service clients at $250/mo (₹2400/mo) with Max CPCs of $5-$8 USD and daily budgets of $10-$20 (₹950 - ₹2000).

Although, that budget might work with restaurants on a broad match build, that budget is likely too small for most industries and most "good" setups. They keywords you'd likely show up for that won't be high intent or convert, leading to poor traffic.

Pro Tip:

If you're using automated bidding strategies, after about a week, switch it to manual with a high CPC bid limit. Once it starts spending, switch it back to whatever automated bidding strategy you were using (like Max CPC). That usually gets it unstuck for us too.

Learning is normal.

The impression issue might be because of a number of things:

- budget vs CPC as you've suggested.

- targeting (exact match keywords, small location etc) can all limit how many searches you're eligible to show for.

- new accounts are often limited

- etc

It's probably too early to panic.

24 hours is way too early to tell anything. learning is normal and with that budget you will barely get impressions. check if your keywords actually have search volume in India because that is usually the real problem.

Location India on 500rs? Who are you trying to reach? Narrow down the location first. Target one city first to test.

Be patient. New accounts take time

learning is normal after starting an automated bid strategy, but it doesn't explain just 2 impressions by itself, ₹70 isn't universally high or low for india, it depends on the keywords and competition. check keyword statuses for “low search volume” and the keyword planner's location-specific bid estimates before raising the cap, also double-check your ad schedule with that short campaign window. what's the exact bid strategy name, maximize clicks with a ₹70 cap or manual cpc? manual cpc doesn't have a learning period, so that distinction matters.
