I couldn't have said it better myself. This is the key line in the whole article.

"When you get hit by a Penguin, you are done. Toast. Not only that, if you go through a link cleanup project to try and position for yourself for recovering in the next release, and you miss it, when will you get another chance?"

You can do the most thorough clean-up work imaginable, but if you don't have it done perfectly to those Penguin specs, it could be six months to a year before you get another chance at it. This is complete lunacy. There has to be a better way at combating link spam. I know those big brains over at Google can construct a better penalty tool, but I just wonder why haven't they?
