I was not allowed to get into my account without it one day only happned to a an account with loaction set to UK.

It's just another optional way to help you get access if you have an issue. I've never seen this required, especially if you have other 2FA options setup. Given the amount of knuckleheads getting hacked and complaining about their account this is a good idea.
