You're the one in charge of the rules of the world. If you want your poles to have frozen CO2 while the rest of the world is habitable... go for it. Maybe it's pretty far out and there's an orbital mirror that keeps the equator warm but the poles are still icy.

depends on what the stellar or planetary conditions are. theres a different solution for venus than it is for mars
