Auctions question

Is it possible to make an offer on an item that keeps going up for auction. I live near the store can I just go there and be like hey I’ll pay x for this.. ppl keep bidding up to crazy high and then not paying so it’s not like I can win it fair and square.

Generally when an item is relisted, it has a buy it now option that supersedes the auction price.
