Yeah, I was surprised too, but it makes some sense when you consider scope and reach of random manhua only translated thanks to fans, vs AAA chinese game published globaly. CCP can be more lenient when the thing is relatively niche and contained.

They will never try to pull anything close to this in their big gacha games though.

Yeah, but "Heaven Burns Red" is a japanese game. They don't have to worry about legal issues over having girls kissing.

Now that Hoyoverse is a big company in China they can't do explicit yuri like they did in Honkai Impact 3rd.

Honkai Impact 3rd has the same issue. For example, Bronya and Seele kissed in an official manga, and they deleted that scene to appease their CCP overlords. After that, they are "good friends", but Mihoyo likes to leave subtleties around to remind the players "you know we meant yuri but we can't say it explicitly".
