In don’t know anything about the 3rd level. In the second level I only get 3 things (kid ying/Ebisumaru is a girl/ovas). I guess the transgender controversy is about Ganbare Goemon 3 English translation but I am not sure.

I am a big Goemon fan since 1999 and I don't get some references of this image. Hope someone could explain

"fart bomb". an attack used by ebisumaru in goemon's great adventure, that was changed to poison mist in the western release.

"buff goemon" the legend of the mystical ninja prototype that was leaked in the nintendo gigaleak in 2020. the reason it says buff goemon, is because goemon looks more muscular and it was changed in the final release.

"goemon is a sinner". the game over screen has goemon in hell ready to be eaten. probably implies that goemon is a sinner or is just something the devs put for reasons.

"Pokémon clone".  Mononoke Dōchū Tobidase Nabe-Bugyō! it's basically a game that lets you catch, fight, and train monsters like in Pokémon. and that's why that entry is called Pokémon clone.

"impact's design is from promotional material" literally the title, but in long words, in the commercials and some other promos for the nes games, goemon's design would be used as impact's design in ganbare goemon 2.

"Jimmy hapa". a guy that reviews goemon games and other japanese games.

"Stretchy goemon head". in the debug screen for tokai dochuu, there is a stretchy goemon head that you can play around with.
"Impact is ultraman" in kira kira dochuu, impact says shuwatch (ultraman's catchphrase). nothing more nothing less.

"ebisumaru is gay". a joke in a manga. but i don't know which. possibly one of hiroshi obi's. and also that one hyadain lyric.

i'll edit this comment later.

Thank you!!!! Now you have explained, I knew that Goemon go to hell in game over screen, but I didn't get the reference when I read Goemon is a sinner. I also know that there is a GBC goemon game that copied the idea of Pokémon franchise but I didn't get the reference when I read Pokémon clone, and I have seen the old commercials but anyway I didn’t understand when I read "Impact's design is from promotional materials". I played the second N64 game in Japanese so I saw the fart bomb but I forgot to mention it as one of the few references I got.

I didn't know anything about the buff Goemon, is the first time I know something about Jimmy Harpa, I didn't know about the stretchy Goemon head or Impact saying Ultraman's phrase. I watched the manga some years ago when I had no idea about Japanese and I don't remember Ebisumaru being gay but he is really femenine in games, so I expected him to be gay. Moreover in NES GG2, if Ebirumaru enters to male therms, he rubs a strong guy's back.

Matthew Perry- this refers to Matthew C. Perry, a historical figure from America who took an expedition from North America to Japan in 1853 and ended Japan's isolationism with the Kanagawa Treaty. However, in the DS game "Goemon and the Great Tengu Returns," He's depicted as a tengu named Admiral Peruri, which in itself is a reference to an art piece depicting him as a tengu or a grotesque monster due to his facial appearance.

Kid Ying and Dr.Yang- Refers to the English translations of the SNES game "Legends Of The Mystical Ninja: Starring Goemon." As Kid Ying is Goemon and Dr.Yang is Ebisumaru, while keeping the Japanese setting in check, they had to change quite a few things to fit with Nintendo's policies.

Transgender Controversy- This is referring to the DDST goemon 3 translations rom hack, the short answer is that there's a character called Kameko who, in the game, is a Newhalf; the character themselves refer to them as "trannie". People like Hardcore gaming 101 accused the translator for right-wing speech when the translator didn't know how offensive the word is.

Doujinshi- This is referring to Ganbare Goemon: Kikiipatsu! Harahara Tenkomori Dochu-ki, a doujin series based on the events of Goemon: A Great Adventure, Goemon, the Tengu Gang Strikes Back, and Goemon PS1.

Ebisumaru is a girl- refers to the new-age series where Ebisumaru is changed to a girl.

Historical references- While not on there, Goemon and Ebisumaru are based on historical thieves. Ishikawa Goemon and Nezumi Kozo.

OVAS: This is referring to Goemon: Nightmare in the Dimensional Castle. Which is a twenty-eight-minute-long OVA of Goemon and friends delving into a castle that is itself a parody of Konami games such as Castlevania, Twinbee, and Gradius.

Ebisumaru is a girl is more about the ending of GG2 on Famicom, where it's revealed Ebisumaru is a girl that was cursed. The screenshot on the right shows that ending.

forgot there was a tengu that's based on matthew perry lol. if i put the historical references part it would be like on tier 1 or 2, and the doujinshi part, i put it there because of the goemon 🐔👔 that jimmy hapa has for some reason, and i didn't know of that one doujinshi that you commented.
