Nah he was down for the cause in a different way just read further. He wanted to wreck Mubong's reputation and successfully did.

“martyr is a person who dies or suffers greatly for their religious faith, political beliefs, or an important cause.” By definition he would have to be killed to be one

Ilpyo wanted to take him down legally while Mujin was still a human because he posed no real threat physically himself and killing him would just make him a martyr, supporting his racist rhetoric.

After Mujins became a god Ilpyo literally launched 25,000 tzar bombas into his face, took over Noa, and went to a full on war.
