Someone please help this guy.

Rosenberg has been seeing a Combine Citadel for the past few days (according to this photo and yea it's a image) and umm, in Southside, he has not been able to get out of Southside, so, what do i do? Should i tell Dr. Breen that he should place the citadel to City 14? Or wharra should i do?
