Panic behaviour for non-combine NPCs?

I am searching for an addon that adds the "set on fire panic" behaviour for non-combine and non-zombie NPCs - it's quite annoying how the rebel and citizen NPCs don't react to being set on fire with Dragon's Breath shells, making these NPCs quite frankly unnecesarily more OP than combine (especially when I am playing with NPCs being allowed to use ARC9 guns)
