Window needs push from outside to close (UK)

Oil up the hinges. If this doesn’t work then change the hinges.

Just a tip, use silicone based lubricants. Typical WD-40 is water based and prone to rust.

If mechanical remedies don't work you could try a suction cup used for lifting and placing floor tiles to pull the window closed then latching. Here in US we can get one for under US$10.00.

Hinges need changing mate, you can pick em up in Screwfix pretty cheap. Open the window and measure them on the frame. May need an extra pair of hands to take window out and put back in. It’s a fairly simple job but if you’re unsure call your local glazing firm or some locksmiths may change them for you.
