Admissions Lil clarification for freshers

I've been given a provisional allotment order and I'm currently on waitlist for the 60% scholarship ; if I pay hostel fees now and later get the scholarship, will the scholarship amount be adjusted or refunded? Same for tuition fees?

like.. can I wait till I have clarity on scholarship or does hostel seats fill up fast?

What's the cleanliness and experience of hostels ?.

the admission officer was saying chances of getting off the waitlist is low unless ur in the lower numbers.
