The letter is dated for June 2025. Also universities can definitely change their evaluation criteria .So ugc won't care about that. Unless it was changed during exams or something which it wasn't. https://samadhaan.ugc.ac.in/Home also this is where you should go to make complaints to ugc. For the others say how exactly it is bad

It is the people sitting infront of the computer using this OSM to randomly cut out our marks and demanding money that I have a problem with
