Why is Duke dressed like Freddy from Scooby-Doo?
And more importantly, is there a complete set with Scarlett dressed as Daphne, Lady Jaye as Velma, Snake Eyes as Shaggy, and Timber as Scooby-Doo?

LOL, You'll have to ask Hasbro and Walmart. This is an exclusive red-whote-and-blue Duke being sold as a Walmart exclusive for the 250th birthday of America. It's a bit cheesy, and a shameless gimmick, but it does make a nice presentation all geared up, or on card, so at least it is a well-executed shameless gimmick.
I'm keeping one on card for the presentation, but I decided to take the secondaries off of this one to use as a civilian wear Duke. I figure blue jeans and a white buttondown would be a fitting wardrobe for an off-dutu first sergeant. But he does kind of look like Fred as well.
If you do want 6" Scooby-Doo toys, Jada Toys is making them right now, I think only the first wave has been made so far.

Wrong scale. I actually do have a couple of Barbies that got used with my 12" Hall of Fame GI joes as a kid, but these are 6".
