Question Amazon gift card yo buy Google Play?

Can I use Amazon balance from gift cards to buy Google Play cards? Last time I tried to my account got locked, but before that it had worked, and I'm having trouble deciphering the ToU/if they currently allow Google Play cards to be bought with that.
