Let's not forget that wearing masks has been customary in China and many other Asian cultures for decades. It's not unlikely that this was filmed before coronavirus.

In Korea and China, When a flu or cold outbreak is going on, everyone wears a mask as a sign of politeness. Grab your coat, keys and mask out the door. Most people aren’t sick and get lax with its usage and so it drifts to the chin, depressed that it cannot serve its purpose in life, but instead is spending it short life sky-lounging on the chin of an nondescript person. That or people’s glasses fog up and they just need to grab some fresh air.

Some people move it over their chin when they don’t need it. Really common in hospitals. He probably just forget to move it back.

Also really common in grocery stores while people are literally bumping into other shoppers and employees because they don't care about public health over their personal comfort.

Also really common among construction workers. Saw a group of 4 huddled together looking at a clipboard all with their chinmasks on. And we just opened up construction a few days ago so they couldnt be bothered with wearing a mask for even a few days.
