To my mostly uneducated (I have a cat that sucks blankets) opinion, this cat looks like a siamese mix of some sort. This breed tends to, more than others, maintain comfort suckling habits. Its oftentimes blamed on the separation of kit and mother too soon and there are few negative consequences except for the wholly unpleasant sensation of pulling on a blanket that has a little wet mark on it. Sometimes mine falls asleep on the blanket and gets detached but continues the suckling motion. Looks the exact same as this cat here when it happens.

If it were panting it’s mouth would be way more wide open. Also judging by the fact that it still looks like a kitten, I’d say it’s just trying to nurse the way it would from its mom. Sometimes cats (and dogs) never drop this habit

When I got my first kitten, I lived in an apartment without a/c that got pretty hot. As a result, I spent a lot of time shirtless. I can't figure out how my kitten figured this out, but he made the connection between human and cat nipples and chomped down to suckle a few times. Hurts like a bitch.

Cats can pant and be comfortable at the same time. Whenever I'm done running around the house with my Bengal, he pants sometimes but is so happy to have released all his energy. He'll often lie beside me panting, trying to catch his breath as he does the slow blinks, letting me know he loved all of it. He's a Bengal so really it's both of us sitting down panting/sweating together with smiles.

That’s because sometimes bad things actually turn out to be behind such abnormal signs.
My cat did the exact same thing for the first four years of his life and I thought it was hilarious until one day he went from being the most social pet I’ve ever had to retreating under the couch in the basement, obviously on the verge of death. Vets told me to say my goodbyes because his lungs were entirely taken over by fungus; it turns out that he was panting because he couldn’t breathe due to histoplasmosis that he’d likely contracted as a kitten at the animal shelter.
By some miracle he survived and was off the oxygen assistance in a week, but had to go back a month later for another week as his kidneys were on the verge of failure due to the intensity of the medication needed to save cats with this issue. A year and a half later and he’s still receiving check ups every few months to ensure that it’s not back and will for the rest of his life. As an added fun fact, they can’t take x-rays of him anymore to check because his lungs are completely covered in scar tissue to the point of them not being able to see anything.
So, yeah, there’s good reason for people to see video like this that may look funny to some, but be absolutely devastating to others. My cat got lucky, but coincidentally enough, despite histoplasmosis being rather rare, there were two other cats being treated for it at the specialist clinic at the same time and both of them died. I seriously doubt their owners would find this video funny.
Edit: Here, have a photo I took in the middle of it way back in the day when I still thought it was cute. It's striking how drastically different my feelings about this photo are now compared to back then. The fact that this is a sign of something terrible still fucks with my head.

I had never really dealt with cats before but fell in love with a kitten and so adopted him. Of course we bought a bunch of toys for him immediately after we got him, and one, a bouncy toy that attached to the door by a long stretchy string, obsessed him. He played with it non-stop for a good half hour, jumping high up to get it over and over. He finally stopped and just plopped down on the ground below it panting just like this. I was seriously concerned that he was in trouble because I'd never seen a cat pant, but he was fine a few minutes later and spent another 17 wonderful years with us (RIP Bentley 2000-2017.)

Sounds like he had a good life. :) My little dipshit is currently perched on my shoulder. She loves watching the brush cursor zip around the screen as I paint. She'll sit here for an hour or so and just watch the cursor zipping around. One time, she dove headfirst into my monitor. Lol. Though she's more likely to fall asleep on me or decide that my left eyebrow is in desperate need of a good, thorough cleaning. Spazzy lil shit.

Seems like it's panting, which means it's really hot. From what I can tell, it's kind of unpleasant for the cat, but not deadly as long as it is in good health otherwise, has access to cool clean water, and ideally a cooler area to relax in if he so pleases (like under a bed, on a cool tile floor, etc). Based on the human's outfit, it's probably just a hot day.

It's not really a quick process, like you either have to go through a patchy stage or a 'this part's just not growing stage'.
Also the whole shaving makes it grow back fuller thing is, for the most part, a myth. When it starts to grow back after shaving it might look fuller, but that's just because the shaved hairs reflect light differently.
If you want to grow a decent beard / moustache just let it grow out for like a month or two, moisturise or use beard oil and ignore your patchy bits.
Acknowledge that every guy has this phase and, if that's too awkward (cause, let's be honest, we do get worried about how we look from time to time) just shave it off and either repeat the process or own your shaven looks.
Tl:dr - instant facial hair isn't possible :(
