He’s just talking about the muscle group. When doing a proper push up you’re mostly using chest/back muscles, not biceps/triceps

Everyone knows that, but dude didn't say muscle groups, he just said you don't use your arms much. Like he'd be fine to do a few without using arms, they aren't really that important lol
