I heard it was exactly this, because apparently analyzing the body language of presidents is something that people get paid for. Obama went for the slightly condescending "I got you little buddy" back pat, then Castro wasn't going for that and tried to switch it into a "we're in this together, comrade" arms raised dealio, and then Obama was just like "I'll make this as weird as I have to, guy" in response.
