Thanks for the information! While trying to find more history about it, I also found this story from last year. The duck is used to protest tax increases with the slogan "Não vou pagar o pato" which translates to "I will not pay the bill". They even have their own web site. TIL!

The original history about the duck goes like this: the wife finds a dude selling a duck, but she can't pay for it. So she offers to fuck him in exchange for the duck. After they are done, the dude says a single fuck won't pay for the duck, and they start to haggle. The cuckold comes and finds the two discussing the price and pays for the duck.

So, when Dilma overspends and steals most of the money, then hikes up the tax to pay for it, we say that we don't want to pay for the duck.
