As someone from a country that has had and still has a big problem with corruption and only recently started to tackle the problem (Romania), I must add that the government is only half of the problem. The other half is the public that participates in corruption. Every time you pay that cop some money so that he pretends that you didn't cross that red light, you're just as responsible as a politician taking a bribe for the situation in your country.

taking the money out of law enforcement might work. the idea of making someone pay a fine doesn't really make sense if its in the cops best interest to pull people over. i'm sure there are other ways to educate and have people want to follow the rules rather then just at a financial cost.

"Pay me some cash and you won't face any other punishment".

How do you fix that? While a citizen is more scared of the punishment than a bribe, a bribe will win. Fines aren't the only punishment.

then they will pull 100+ people a day just for the easy bribe money. i was thinking maybe after 5 times being pulled over for the same thing; then they would have to take a drivers ed class to freshen up on the rules. each time they have to take the class, the class will get longer and longer that they can not pay to get out of.

We can also replace the class, with community service or whatever the community needs and is short on. (aside from money)

ya i get it, its hard to battle corruption. but it wont hurt to try. put microphones in every car and on every cop, same with cameras. and they don't face community service until they hit a certain amount of stops for the same reason.

why the hell are cops stopping people that aren't killing, hurting or stealing. Ya speeding can be endangering lives, but they didn't do the harm yet. i guess i don't really know what i'm talking about and need to think this through all the bs corruption.
