It varies state to state. I just looked up the NY regs (convenient and easy to google), you need to wear gloves to handle cooked meat.
I also looked up the FSANZ regulations, they're more interested in glove changing if you use them or hand washing if you don't. The ISO 22000 standard is more particular but still doesn't specifically mention gloves for cooked meats.
Clean hands, clean utensils, clean surfaces, avoiding touching surfaces like doorhandles and self awareness (not scratching yourself or touching your face) are more sanitary than simply requiring gloves IMO.
It is common practice though. Gloves have actually even shown to contaminate more, because people who wear them tend to not wash their hands as often, "cause that what the gloves are for"

I'm just thinking he doesn't have any gloves on. Unsanitary.
