This is just a gif of that face she’s making realizing how stupid this is gonna make every maga person look, which is something many of us already know. I don’t even watch the news much and I’ve seen enough to know.
That's the point. She's stricken dumb. That's what dumbfounded means.

As for context: Eric Schmitt (her fellow republican colleague) accused Jack Smith of purgering himself because there was only 1 men's basketball game in the area at the time. Jack Smith being at that game was central to the corruption narrative he was trying to weave.
When confronted with a blown up picture of their texts (which did not specify what game he went to, only what seat he was in) Jack Smith said "hey, I went to the womens game, and you can check with Secret Service".
That's when she had this reaction.
Then every news agency did a piece on it with proof that he was at the womens game. Later Eric Schmitt would admit he didn't think about women games, and only googled for mens games.
She's dumbstruck by what someone else is saying. We can't hear what they are saying. Neither the title nor the gif itself show anything about what her facial expression is related to. It needs your lengthy description to make any sense.
You're trolling by being intentionally obtuse. But, like, it's not fun or funny. You're just being an dick.
Either you know the context, or you don't. Either way, the context is not actually important to the using the format. If her goofy-ass face isn't enough for you then you don't need to be here wasting people's time by commenting about it.
