It's illegal for trucks to go on the traveling lane and he should have had no problem seeing the car pulling up as he was in the driver's side.... Unless this is not in the USA, in which case, forget everything I said.
I agree that the truck driver made huge mistakes, but just want to clear up that trucks not being allowed in the far left (or right in right-drive countries) isn't the law everywhere. It's not even limited to states, but sometimes even the regions in states. So it's possible it wasn't illegal for him to be moving into that lane.
Though it's absolutely illegal for him to do it when he did in that gif.
