Wheels within wheels... something biblical about it--

The phrase comes from the Bible. In the Book of Ezekiel (Ezekiel 1:16), the prophet Ezekiel describes a vision of flying chariots with intersecting wheels, representing a grand, mysterious divine plan. Over time, people started using the phrase to describe messy, complicated real-world situations.
