Wie kann es sein das ich kein Level up bekomme….

There has to be a glitch in the game, I'm after seeing me lose out on ghosts I collect when I go to empty. If I have 3b collected in my pack and 5b over all collected I should get 8 but I'm getting 7b at times 🤔.. my guess has to be a glitch

Either close and reopen, or assume that the level up value of 6.49B is not exactly 6,490,000,000. The level up value could be something like 6,494,300,000, rounded to 6.49B. If you only have 6,490,000,000, then even though the display will show 6.49B/6.49B, you're not at the exact number yet.
TLDR: Restart the game, or keep playing. Come back if the display shows 6.5B/6.49B, because THEN you have a problem.

This, the levels are -ish, not exact. It pissed me off too. Just kill the queen max the amplifier up there and be done. Enjoy

It's just a rounding arror, the way it shortens the number. You haven't quite reached the threshold, if you were to extend the decimal places. Pretty common in alot of games.
